As Jeff was being tested, so was Rigg. This was hinted several times through the film. Here are examples: an officer claims another doctor was kidnapped (this was Doctor Lynn from Saw III), Jigsaw states in a flashback to Cecil "Time is an Allusion", When asked why Hoffman was married due to him carrying a stuffed animal he said it was a long story: it was the same stuffed animal Jeff's daughter was holding in Saw III, the clock in Jigsaw's work shop and his watch he threw away in the hospital hinted that Time was an allusion. The whole film was told out of sequence. At the beginning of the film we see an Autopsy of Jigsaw where they find a tape. This occured AFTER the events of Saw IV, so we saw the end of the film right at the beginning! On the tape he tells Hoffman that just because he is the last man standing doesn't mean he won't be tested. He claims that it isn't over just because he is dead and that the Game's have just begun -- the games he is referring to is those set up for SAW V since this occured after SAW IV. Hoffman is also revealed as the new apprentice, and his motives are unknown and will be further explored in SAW V. The FBI officers Perez and Strahm (the new charecters) were correct in the sense that someone was helping Amanda and Jigsaw, that there was a new apprentice, which was Hoffman. He wrote the letter to Amanda that she read in Saw III. The contents of the letter are still unknown. He also told Rigg to go home since he had vacation time he never used. Why did he tell him to go home? Because he was the one who abducted him and placed him in the game. When it comes to Rigg's test it was simple: he had to do NOTHING in order to save Detective Eric Mathews. Saving those who were out of his reach was effecting relationships with those around him, it became an obsession. This is why Jigsaw said "See what I See", "Feel How I Feel" -- in order to make him understand. Jigsaw's perspective is that these people need to learn to save themselves. This was hinted several times through the film. Rigg's wife/girlfriend told him he can't save everybody.
